The Minister of Rwandan Unity and Civic Engagement, Dr. Bizimana Jean Damascène, said that linking the downing of Habyarimana Juvénal's plane to the Genocide against the Tutsi is a deliberate distortion. He explained that Genocide is a planned plan to exterminate people based on ethnicity, nationality, skin color or religion, and that this plan is supported by the current leadership.
Minister Bizimana said that Habyarimana's role in the Genocide against the Tutsi was due to the fact that he was the first officer-ranking officer that Rwanda had and even the leader of the army, but it was based on discrimination. He said that Habyarimana was trained in this way and led them until in 1962 they killed more than 2,000 Tutsi in Byumba because of an alleged attack by the Inyenzi from Uganda.
Habyarimana's role in the Genocide against the Tutsi was also recognized by international organizations and warned against by his regime, although nothing was done about it and the plane had not been shot down at the time. Minister Bizimana said that a report by Amnesty International in 1992 indicated that there were approximately 1,000 people identified as having been killed by the Habyarimana government in various areas.
There were also diplomats who were in Rwanda before the genocide, including the former French Ambassador and others who exposed the killings of the Tutsi, and more than 20 foreign newspapers in 1964 declared that what was happening in Rwanda was genocide.
Gen. Romeo Dallaire, who led the UN peacekeeping mission in Rwanda, revealed in January 1994 that preparations for the genocide were well advanced and that weapons to be used had begun to be gathered, although nothing had been done about it.
Dr. Bizimana took the opportunity to rebuke the Habyarimana family, which continues to intensify its efforts to make him a saint in the face of the Genocide against the Tutsi, as well as others who deliberately distort history to the point of saying that the plane crash was its cause, when historical truth clearly shows otherwise.
