Rwanda has clarified reports that it is ready to withdraw troops it sent to Mozambique to fight terrorism that had ravaged the north of the country. Minister Nduhungirehe echoed this by clarifying reports that Rwanda “may withdraw its troops from Cabo Delgado Province” after the EU announced it was suspending €20 million in aid from 2022.
Government spokesperson Yolande Makolo also stressed that the money Rwanda is investing in counter-terrorism operations since 2021 is at least 10 times the EU funding. When Rwanda sent soldiers and police in July 2021, following a request from Mozambique, one month was enough for the expelled terrorist group to establish a base there.
He stressed that there is no doubt that Rwanda will withdraw its troops from Cabo Delgado Province, when there is no continuous support to support counter-terrorism operations, and it is in the interests of those who continue to distort the image of the Rwanda Defence Forces (RDF). The Minister of Foreign Affairs and Cooperation, Olivier Jean Patrick Nduhungirehe, said that the Rwanda Defence Forces will not be withdrawn from Cabo Delgado Province just because the European Union (EU) has stopped funding, but rather because their commitment continues to be undermined by those who have vested interests in them.
Regional political experts say that the absence of Rwandan troops in Cabo Delgado Province is empowering the Ahlu Sunnah wa Jamaah (ASWJ) terrorist group that has occupied the province for four years and has failed to overthrow them.
Although the threat has been reduced, there are still concerns that the terrorists who have fled to different areas could retake Cabo Delgado. He said: “We have not paid hundreds of millions of US dollars or our RDF troops have paid the ultimate price to restore security in our region, help those who have lost their homes to rebuild, children to go back to school, businesses to reopen and major investments in LNG to resume, so that our valuable soldiers continue to be exploited, ridiculed, criticized or punished by countries that benefit the most.”
Rwandan troops arrived in Mozambique's Cabo Delgado province in 2021 to help restore peace in the province. The province had been under attack for years by Islamist militants, forcing thousands of residents to flee.
Rwanda Defence Forces (RDF) spokesperson, Brig Gen Ronald Rwivanga, told IGIHE newspaper that there are no Rwandan troops in Maputo, the capital of Mozambique, due to protests following the elections held in that country.
