United Nations Secretary-General Antonio Guterres has called on the international community to learn from the 1994 Genocide against the Tutsi to ensure that such a history is not repeated. On April 7, 2026, Rwandans and friends began a week of mourning and commemoration for the 32nd time since the Genocide against the Tutsi, which claimed the lives of over 1 million people in 100 days.
These activities, under the theme "Remember, We Build," encourage all Rwandans to remember the victims of the Genocide and continue the journey of rebuilding what this history has destroyed over the past 32 years. Guterres announced that on this International Day of Remembrance, he pays tribute to the victims of the Genocide, honors them, and commends the survivors who have refused to be overcome by grief and have embarked on the journey of rebuilding.
He said, “On the International Day of Remembrance of the 1994 Genocide against the Tutsi in Rwanda, we pay tribute to the victims, honoring the dignity they were deprived of. We thank the survivors, whose resilience demonstrated human strength. And we remember with humility and shame how the international community failed to heed the call to take urgent life-saving measures.”
Guterres said that remembering the victims of the Genocide is not enough, but that the international community must learn from the consequences of its negligence before and during the Genocide against the Tutsi, and take on the responsibility to protect humanity by combating hatred, disinformation and violence.
He said, "Remembering those who died is not enough. We must learn from the mistakes of the past, protect lives, combat hatred, hate speech and incitement to violence, strengthen human relationships to continue rebuilding, and strengthen institutions that can help prevent supernatural killings."
To date, 153 countries have signed the International Convention on the Prevention and Punishment of the Crime of Genocide. Guterres urged those that have not yet done so to do so without delay and to implement them so that history like that which occurred in Rwanda will not be repeated.
The Rwanda Investigation Bureau (RIB) says that throughout 2025, it received 483 complaints related to Genocide ideology and trivialization, including 207 that occurred during the 100 days of remembrance.
These allegations had increased because in 2024, RIB had received 454 allegations of Genocide ideology, including 191 during the 100 days of remembrance.
