Rwanda has revealed its collaboration with AFC/M23. In her statement to the US House of Representatives Committee on Foreign Affairs, Subcommittee on Africa, the Rwandan Ambassador to the United States, Mathilde Mukantabana, said that Rwanda and AFC/M23 share a common security interest in fighting and preventing genocide.
In a lengthy speech titled “Rwanda’s Defensive Measures and Transparency”, on January 22, 2026, during the conference, Amb. Mathilde Mukantabana said that for some reason, Rwanda has some common ground in security matters with the AFC/M23.
He said, “I say this without any hesitation so that we can build trust through transparency.”
This is the first time Rwanda has publicly acknowledged its links to the AFC/M23, although it has often expressed support for its causes but denied funding them.
In that speech, Amb Mathilde Mukantabana said that AFC/M23 is an independent armed group that has disagreements with the Congolese government, including killings, rape of women, and ethnic discrimination against the Tutsi people of Congo.
He said that this group had agreed to some things with the government but they were not implemented, and were even politically excluded.
He said, "Since Rwanda and AFC/M23 share the goal of protecting the Tutsi in Congo from groups including the FDLR, and other aid from the Congolese army, the FARDC has extremist ideas, my country's interests extend to: and preventing another genocide from being carried out by enemies from outside the border as happened in the 1990s, which would endanger the very existence of Rwanda."
During those talks, Amb Mathilde Mukantabana said that Rwanda does not want to dictate the course of events in Congolese politics, nor does it support armed groups to establish permanent rule.
He said, "Our activities are limited to ensuring the security of the Rwandan people, by preventing the dangers of genocide from across the border."
He explained that the security measures taken by Rwanda will be reviewed as these security concerns will decrease, in line with the implementation of the agreements signed in Washington.
