The United Nations human rights organization Human Rights Watch (HRW) accuses Rwanda of supporting the M23 rebel group. Here is the report it released.
A report by Human Rights Watch (HRW) has documented the events of 2025 in eastern parts of the Democratic Republic of Congo. HRW focused on the activities of the M23 and the role it accuses Rwanda of playing in it.
HRW says that while initial military operations targeted soldiers and police, M23 has expanded its operations. The group has begun kidnapping young men and boys from homes, schools, and churches. Those captured have been taken for indoctrination and military training.
The M23's methods of abducting young people have raised serious concerns. Many parents and families have reported that their children have been raped and taken to areas under M23 control. This has affected the health of the population and the school system.
M23 denies all these allegations. Lawrence Kanyuka, a spokesman for M23, said that their mobilization activities are carried out openly and without any hidden agenda. He said that the mobilization is carried out on the will of the people who want to unite with the movement.
In its report, HRW concluded that Rwanda's direct involvement meets the definition of "belligerent occupation" under international law. This means that Rwanda can be held accountable for its role in the M23's actions.
Survivors say they recognized Rwandan soldiers in uniform patrolling the camps. They said the soldiers were in the detention areas and were involved in the administration of the camps.
Legal experts say the charges could have serious consequences for Rwanda. Daniel Levine Spound, a professor at Harvard University in the United States, warned that RDF officers could face trial for war crimes and crimes against humanity.
The allegations come as international courts are stepping up their investigations into the events in the DRC. The International Criminal Court, ICC, has stepped up its investigation into possible crimes committed in the ongoing war in the east.
HRW called for a credible and independent investigation into the crimes committed by M23 and Rwanda's role. The report calls for justice and reparations for the injured and the families of those arrested. This is essential for lasting peace.
These developments highlight how the situation in eastern DRC continues to be a challenge for the international community. The international community is called upon to focus its efforts on finding lasting solutions, including through dialogue with all parties and in compliance with international law.
