Ukraine reopens Russian oil pipeline – EU immediately grants Ukraine €90 billion loan
Ukraine has announced the opening of a pipeline to transport Russian oil to European countries including Hungary and Slovakia. The move prompted the European Union (EU) to grant Ukraine a €90 billion loan that it had previously agreed to.
Hungary and Slovakia usually use Russian oil that passes through Ukraine. Ukraine had closed the pipeline to pressure the EU to expedite the loan. The loan was approved by EU leaders at a meeting in Brussels, Belgium, and they immediately imposed new sanctions on Russia.
The final agreement on the loan is expected to be signed by European leaders on April 24, 2026 in Cyprus. The loan was originally scheduled to be disbursed to Ukraine in December 2025, but has been facing obstacles.
In February 2026, the then Hungarian Prime Minister requested that the loan not be implemented. He said that Ukraine had closed the pipeline after Russian attacks on it, and demanded that it reopen the pipeline before receiving the money.
Since the start of the Ukraine-Russia war in 2022, the EU has provided Ukraine with more than €195 billion in aid to help it cope.
On April 22, Ukraine notified Hungary and Slovakia that it had reopened the pipeline, and a few hours later, the European Union approved the loan. The process was accelerated by the defeat of Viktor Orbán in the Hungarian presidential election, which was won by Péter Magyar, who has prioritized closer relations between his country and the EU.
The EU's foreign policy chief, Kaja Kallas, said Ukraine desperately needs this loan to confront Russia. "Ukraine needs this loan and a sign that Russia cannot defeat it," she said.
