The Ministry of Information and Communication Technology and Innovation announced that over 1.8 million people have been photographed under the digital identity card project. This ID card will be issued to a child as soon as they speak, instead of a child being registered in the CRVS, which allows them to receive an ID card after their parents have approved it.
Nine districts have been reached, including three pilot districts of Huye, Nyanza and Gisagara and six other districts that have been reached: Kamonyi, Muhanga, Ruhango, Nyarugenge, Gasabo and Kicukiro. It is expected that 15 million people will be reached in this project, which has already invested over $50 million.
This identity card will be used for school registration, vaccinations, and medical care provided by a parent or legal guardian. For adolescents, it will be used to verify personal information such as university, exams, driver's license, and even their first job.
For adults, it will also be integrated with tax, banking, healthcare, land, contracts, voting, business, etc. It will also be used in matters of pensions, healthcare, asset management, and simplified services.
Minister Ingabire explained that in financial matters, it will be used to easily open accounts wherever you are, and to reduce the cost of linking bank accounts with mobile money.
It is hoped that by the end of this year, everyone will have approved the criteria and will be able to apply them, but by August 2026, the issuance of digital identity cards will begin to those who have already submitted these criteria.
The Minister of Information and Communication Technology and Innovation, Ingabire Paula, said that the digital identity card is not intended to be used for day-to-day surveillance, but rather that its personal information will be stored in a way that the citizen can use it. The Data Protection Act requires reporting a problem within 72 hours, and the NDPO will investigate any misuse.
A citizen will be able to revoke this right at any time. For those who do not have modern phones, a mobile card and USSD methods will be used. Workers at the district level will assist those who do not have access to technology so that no service will be denied due to the lack of a smartphone.
It was announced that the ID card will be issued in three different formats: a mobile card with a QR code, an electronic ID number, and a Token. A Token is a number that replaces the ID Number in electronic transactions, based on the adoption of standards and regulations.
