DRC and AFC/M23 agreement in Switzerland: here are the main points agreed upon
The Democratic Republic of Congo has promised mediators that it will no longer kill civilians, harm their livestock, or target agricultural areas. This is one of the key provisions of the new agreement.
The agreement was signed between the DRC Government and representatives of the AFC/M23 Alliance following talks held in Switzerland from 13 to 17 April 2026. The text of the agreement was made public before the mediators.
The talks were held under the auspices of Qatar, although they were held in Switzerland due to the ongoing Middle East conflict. Qatar has been a long-standing mediator between the two sides in the conflict.
Among the key points agreed upon are: facilitating relief efforts in war-torn areas, respecting human rights, observing a ceasefire and establishing a joint monitoring team, and releasing prisoners.
The talks were attended by representatives of the DRC Government, AFC/M23, the United States, Togo, Switzerland and Qatar. The presence of many countries and organizations demonstrated the seriousness of the talks.
Both parties committed to respecting international humanitarian law, human rights law, and refugee law. They agreed to focus on the principles enshrined in the DRC Constitution.
The DRC and AFC/M23 have agreed to cease attacks aimed at preventing civilian casualties. This includes stopping the destruction of food, agriculture, crops, livestock, clean water, irrigation, and infrastructure such as communications, electricity, hospitals, and schools.
This was confirmed at a time when the DRC government was accused of carrying out attacks on densely populated areas, killing people's cows and destroying crops with the aim of starving them. This was particularly evident in the Minembwe region, where residents were besieged by DRC, Burundian, Wazalendo and other forces.
The representatives of both sides also agreed that relief efforts should not be limited to food, nutrition, medical care, water, sanitation, and shelter. They should also include ensuring the safety of civilians, combating violence, especially against women and children, and protecting aid workers and their equipment.
It was also emphasized that relief services must reach all citizens without discrimination based on beliefs, origin, social status, place of residence, ideology, ethnicity, culture or language. If these principles are implemented, the Banyamulenge and others living in the eastern DRC can find relief after a long period of oppression.
