RIB ivuga ko aba bayobozi bagiye batanga ibyangombwa byo kubaka ku baturage batubahirije igishushanyo mbonera cyemejwe n’ikigo gishinzwe imikoreshereze y’ubutaka. Ibi byateje imiturire idateguwe, bikabangamira gahunda ya Leta yo gushyiraho imijyi n’imidugudu iteye imbere kandi yubahiriza ibidukikije n’umutekano.

RIB arrests four officials suspected of abusing power for personal gain over land
The Rwanda Investigation Bureau (RIB) has arrested four people on charges of abuse of power and violation of land use plans. The officials are accused of issuing building permits to various individuals who did not comply with the law and the national housing development plans.
Among those arrested are Niyomungeri Richard, former Executive Secretary of Nzige Sector in Rwamagana District; Kwisinga Jean Norbert, in charge of housing in Rulindo District; Ishimwe Frank, in charge of issuing building permits in Ngoma District; and Ntirenganya Epimaque, who worked as the manager of the One Stop Land Center in Gakenke District. All of them have links to the issuance of land and building permits in the districts they work in.
RIB says that these officials have been issuing building permits to residents who have not complied with the master plan approved by the Land Use Authority. This has led to unplanned settlements, hindering the government's plan to create cities and villages that are developed and respect the environment and security.
Failure to comply with the master plan is common in various regions of Rwanda, resulting in construction on slopes, in swamps or along waterways. This causes the country to lose resources during the demolition and rehabilitation of poorly constructed areas, and can lead to landslides and disasters during heavy rains.
Land is one of the most vulnerable sectors to corruption in Rwanda, due to its high value and the increasing number of people seeking land. The government has been combating this problem for years through the One Stop Center program, which aims to simplify land services and reduce the number of people who come into contact with the authorities. However, some officials continue to abuse their positions for personal gain.
Rwandan law provides for severe penalties for those who abuse their power for personal gain, including imprisonment and fines. Abuse of power for personal gain and failure to comply with the master plan are considered crimes of embezzlement and abuse of public office, punishable under the law punishing corruption and the crime of misappropriation of public funds.
RIB urged citizens to continue reporting on leaders or employees suspected of abusing their power, as this is the way to build good governance and protect public assets. This action comes as Rwanda continues to strengthen its zero-tolerance policy against corruption and prioritize good governance at all levels.
