Rwanda and DRC meet again in Washington for peace agreement
Representatives of Rwanda and the DRC met in the United States for the fifth meeting of the Joint Monitoring Group to monitor the implementation of the Washington Peace Accords signed on June 27, 2025.
This body is responsible for monitoring the implementation of the agreement's provisions, including the dismantling of the FDLR group and the removal of security measures imposed by Rwanda.
On March 17-18, 2026, the two countries agreed on measures to de-escalate the situation, respect each country's sovereignty, destroy the FDLR, eliminate security measures, and protect civilians.
On April 23, 2026, Rwanda, DRC, Qatar and the AU met again in Washington, each side reporting on its progress in implementing the March resolutions. The United States says that both countries are demonstrating a desire for peace.
The US Presidential Advisor for Africa, Massad Boulos, confirmed that Rwanda and the DRC have reaffirmed their commitment to de-escalating tensions and continuing to honor agreements, building on the achievements of March.
The agreement called for the destruction of the FDLR and the removal of security measures to take 90 days, but a year later, nothing concrete has been achieved. The DRC said it would begin attacks on the FDLR on March 29.
Rwanda points out that the FDLR continues to be free and receives support from the DRC government, while both countries say they are still willing to continue the peace process.
