Dr Ugirashebuja yavuze ko ikibazo cy’imanza zitinda kurangizwa cyigaragaza kuko mu myaka itanu ishize imanza 195.904 zose hamwe zasabiwe kurangizwa, muri zo izigera kuri 82.83% zirarangizwa mu gihe izindi 17% zitarangijwe kandi ziganjemo izagombaga kurangizwa n’abahesha b’inkiko b’umwuga.

The Ministry of Justice has announced that 80 million Rwf will be allocated to the Rwanda Bar Association to assist the vulnerable who are struggling to obtain the initial funds required to complete their cases, which is causing delays. This was announced by the Minister of Justice, Dr. Ugirashebuja Emmanuel, during a press conference held on February 27, 2026.
Dr. Ugirashebuja said that the problem of delayed execution of cases is evident because in the past five years, a total of 195,904 cases have been requested to be executed, of which 82.83% have been executed while another 17% have not been executed and most of them should have been executed by professional bailiffs.
The reason why cases executed by bailiffs are delayed is partly because they often involve compensation or other things that require resources that may not be immediately available. Dr. Ugirashebuja pointed out that other things that often delay the execution of cases for professional bailiffs are when there are properties that need to be auctioned but the proceeds are low compared to the amount requested, resulting in a situation where there is a wait for all of the money to be received before the case is finalized.
There are also those who do not have the initial funds required to complete such cases and conduct valuations. To address this, we have partnered with the European Union, which will provide 40 million Rwf and another 40 million Rwf from the state budget.
This money will return to the state treasury because when a case is concluded by auction, the person who lost the case will get it back and help others in the same way.
The Minister of Justice explained that the Bar Association will assist indigent people who are struggling to obtain the initial funds required to complete their cases.
